Monday News Summaries and Commentaries
There is quite a bit of news articles out and about already today....but it amazes me that the base of the news for today is regurgitated stuff, things that we have known about for several days or more....albeit....there are a few good morsels mixed in as well....and it's now time to dive into things and see what our news room is bringing us.
Abadi China calls to help fund the reconstruction of the liberated areas
Iraq is looking to China as another source that may lend help in reconstructive efforts after DAASH is ousted from many areas of Iraq....PM Abadi says that most of Iraq's provinces are safe at this time and they need money being infused into their reconstructive efforts to put lives and business back together after being disrupted and destroyed by DAASH terrorists.
King Salman invite to Ebadi to visit Saudi Arabia
During a phone conversation today between the SA King and PM Abadi an invitation was provided to Abadi to visit Saudi Arabia...the first step on their behalf in mending previously torn down fences....a giant step between the two countries towards regional reconciliation.....SA is interested in creating great peace within the ME and recognizes today that Iraq has the leadership and government that can make that happen.
Jubouri: Maliki trial featured
House Speaker Jubouri is quoted as saying a trial for Maliki is not on the table right now....which does not surprise me....the Integrity Committee and the committee investigating the fall of Mosul have way too many other kingpins in their sights today....they know where Maliki is....and IMO....they just bide their time with him....let some of the other rats start to sing.....I believe they are secretly compiling a huge case against him, keeping it under the table so to speak for the time being until the trap needs to be sprung on him.....his day in court will come.
Daash grip on the car business in Iraq
DAASH is a used car salesman group in Iraq....owning many "yards" where cars are for sale...but the issue with many of the cars is they are in the country illegally....which I guess if their ultimate role is as a car bomb who would care.....these guys have no scruples....none.....their only role and belief in life is control.....as much as they can get their grubby hands on....who would want to buy a car from a man who feels the need to conceal his identity by wearing a wife-beater t-shirt over his head and face.....what is there to fear.....their roles in Iraq continue to diminish as their numbers dwindle....you can run but you cannot hide...remember that.
Advisor to the Prime Minister: Iraq needs to protect the deposit law to fortify the country's economy
Dr. Saleh is visible again today....stating that the depositors guarantee law is desperately needed for Iraqis....this in part will help to fortify the Iraqi economy.....it will be these kinds of banking laws that will lead people to become depositors again and encourage them to start saving again....both which will rebuild the Iraqi economy.
Abadi: most of the Iraqi provinces safe and companies can invest in
PM Abadi is saying that most Iraqi provinces are now safe and should be waving to companies.....inviting them in to invest in many areas of the province and country....especially with regard to reconstructive efforts for those areas damaged by DAASH activities.....this message was conveyed to the Chinese delegation that met with Abadi today.

Within the province of Basra they are experimenting with the use of smart fuel cards for the purchases of "white oil" or kerosine at this time and if successful they may see these same cards eligible for use in purchasing domestic gasoline....progress.
April 8 .. the inclusion of the shares of the "Arab" in the Iraqi Stock Exchange
The director of the ISX announced on Sunday that a United Arab company will be allowed to transfer money within the ISX on April 8...he says "next session".....does that mean the ISX is down until the 8th of April....I do not think so....something likely lost in the translation....they would have three days of free sharing at which time their high and low pricing would be established.
Member of the parliamentary energy: Iraq owes $ 21 billion of foreign oil companies
A member of Parliament announced on Monday that Iraq owes oil companies some $21 billion dollars....a fact we've known for a while....he also that Iraq has $8 billion in the budget allocated to pay these companies....another fact we've known for a while....this guy is a bit out of touch....because there is also around $12 billion dollars that the Iraqis are working on in various ways to actually begin payments to these oil companies starting on April 1....so they say.....he needs to pay attention to the news or read KTFA for the latest and greatest.....he would be more news aware.
Ihsanoglu consistent with rational bank manager to provide cash to a branch of Tuz
The director general of the Rasheed Bank is being asked to provide liquidity funds to their branch in Tuz, Kirkuk to provide some needed relief to farmers in the area....there is also a call to increase security in some of the same areas.
Government adviser: the private sector constitutes 66% of GDP
More words from Dr. Saleh...but this time it is news we've already heard a few days ago.....the private sector accounts for 66% of the GDP without oil....indicating that Iraq has the capability to impact their economy in a number of other industrial capacities outside of oil.....get off your butt and get these industries cracking.....
The weakness in these sectors though has been caused by years of putting far more emphasis on oil and related industries and allowing the greater parts of Iraq's industrial community to lay fallow without much if any development at all....Iraq needs to continue to pass laws that focus on these areas and provide protection to them in the way of tariffs that are enforced to give Iraqi industry an opportunity to get on it's own feet.
Member of the Economic parliamentary: Iraq's economy is suffering as a result of the lack of multiple windows economic
An interesting article chock full of old news.....Iraq's focus on oil has been so intent that the fall in oil prices has found Iraq face down in the mud....no pun intended to the oil industry....however Iraq is rich as a country in other resources....they just need to get into a "move and shake" mode to get these industries off the ground and into some semblance of organized progress that can help pick up the failure associated with the fall of oil prices right now...
Problem is...most of these industries can't get things fired up overnight...and should have been doing this work years ago instead of total focus on black gold....so now Iraq scampers to provide protective laws to these industries that will help them grow and attract investors to help them economically as well....all of which will be a huge shot in the economic arm of Iraq....but it takes time.
Conscious / appearance Saleh calls for the establishment of economic institutions in accordance with the laws of the banks
One more time for Dr. Saleh.....speaking out for the protection of depositors to the banks and the protection of the workers associated with the banks...he seems to be saying that to promote the Iraqi economy it should start with the banking sector....provide this protection and watch how the citizens themselves will help to rebuild the economy with a renewed faith in the banking system....but first protect them with deposit laws.
Allawi: trying to hold reconciliation under the auspices of the United Nations and the presence of Iran and Turkey
VP Allawi is still trying to focus on a national reconciliation meeting that will be co-sponsored by the UN and will have the presence of Iran and Turkey.....he believes that Iraq should not have to rely heavily upon international intervention in the fight against DAASH....and the theme for reconciliation for Iraq should be between Iraqis....with security for Iraq as the main topic.
Observers: the restructuring of the economy «consuming» budgets and «unproductive»
Members of the Finance Committee speak out about the IMF recommendations that were made to Iraq last week, stating that Iraq needs to focus on the ways to rein in the deficit...protect its workers especially those who are now retirees....while exploiting the industry sectors that need to rise up to the challenge today and help the country....there needs to be a strong fight against administrative and financial corruption.....increase taxes and tariffs.....
Dr. Saleh also wades into this fray and basically restates what he said last week, that the word from the IMF is more positive than some want to admit....these things that are being mentioned.....are things that Iraq has already begun to undertake and have made some inroads with them....so it is not all a black hole image for the country at this time.
Jubouri calls for an international conference to get Iraq out of its economic crisis
Speaker Jubouri is calling for an international conference that might have a way to boost Iraq from its current economic crisis....but he also points to the fact that many laws need to be implemented as well that would help this same process for Iraq....he also talks about pushing responsibilities out to the provinces as a way to solve many central government problems...he basically is speaking the Abadi party line it sounds like with regard to Abadi's government program plans.....which to me is encouraging and shows the two of them are continuing to push for the same agenda.
Kuwaiti Ambassador to Iraq led a large part of its obligations and policy praise wasted a lot of opportunities for cooperation between the two countries

Association of Banks to discuss the special tax mechanisms
The Association of Private Banks continues to review and examine the special tax and customs mechanisms that the CBI is putting into play with regard to imports and associated with Article 50 of the 2015 budget.....through the formulation of a common database towards imports and cooperation between the finance and trade ministries...the mechanisms being put into play should easily serve all involved....it is still believed that regardless of when the tax is put upon the importer...before or after the import arrives in Iraq...the cost of the tax will be passed along to the consumer.
Minister of Planning and discuss with the Chinese to increase the volume of investments in Iraq delegation
In addition to PM Abadi meeting with the Chinese delegation the Minister of Planning also met with them touching on many issues that involve a variety of project work within Iraq....they sought ways that the Chinese could help to increase the overall volume of investment opportunities in Iraq....there was also talk of reducing Iraq debt to China by as much as 100%....that could be a good thing.
Chest: penalty against al-Maliki "very few"
It would appear there are very few who actually align with the cleric Sadr who is in favor of the death penalty for Maliki.....he says death to "all wimps" with Maliki.....wonder how he truly feels about these thugs....I still believe that Maliki's days are numbered....enjoy your freedom while you can.
Committee Mosul reveal new information about the fall of the city
DAASH took control of Mosul up to a month in advance of the June 10th date....incredible.....Iraqi military knew this and turn their cheek to it....no reinforcements were asked for during this time that could have caused the outcome to be very much different....Maliki was the head of Defense at that time he knew and did nothing.....meanwhile the investigation continues.
Shawki: Customize two trillion and 179 billion dinars National Guard
The National Guard Law....still open for a second reading....will have a budget of 2 trillion 179 billion dinars.....a member of the Legal Committee is asking for the law to be put on the agenda for Parliament to read again....watch for this to appear.
National: Allawi has not received the reconciliation file and the government suspended work with money earmarked him
Has the national reconciliation effort lost its funding....has VP Allawi lost his support to move forward with the conference.....he is being stonewalled and the reasons appear to be political in nature.....those who stand in the way of progress by PM Abadi and the new government.....even though the Presidency of Iraq has called vocally for such a conference back in November 2014....get it on the agenda again...do whatever is necessary....keep pushing.
Parliamentary security calls Abadi to distribute the popular crowd, similar to the salaries of the province of Kurdistan
Some members of Parliament are calling for salary payments to the popular crowd for their fight against DAASH...payment like was recently made to the Kurds state employees....I knew this kind of noise would be forthcoming.....if you can pay "them" then pay "us" as well.
Abadi for McCauley: The government formed encase for the reconstruction of the liberated areas
It appears that PM Abadi and his government has been successful in wooing New Zealand into assisting Iraq with training of forces as well as lending help and aid to the areas in need of reconstruction following liberation from the clutches of DAASH....NZ will be facilitating an embassy office in Iraq to aid with the training of Iraqi forces.
Rubaie: influential parties does not want to commit itself to the law reveals the source of funding
Some within the National Alliance are accusing other political blocs of trying to derail the adoption of the law of parties....meanwhile the Legal Committee has completed its work on the law and handed it over to the Speaker of Parliament for inclusion on an upcoming agenda.
Abadi take action to unite the leaders of the popular crowd to be under his command
PM Abadi is seeking to take measures that will bring the popular crowd forces officially under his command as Prime Minister and Commander of Armed Forces...this action will eventually see the popular crowd come into the National Guard fold it is believed....
He seeks such action to try and bring greater control over the actions and movements of the group....an issue that has recently complicated things for field commanders in the Salahuddin province operations agains DAASH.....
Abadi finds himself in the no-mans land between Iran and International Coalition forces....it was evident the lack of air support provided to the Iraqis during the battle for Tikrit because of the involvement of Iranian forces....political football being played.

Kurdistan announce the arrival of 490 billion dinars from the region's share in the budget and 135 billion for the peasants of the region
The Kurds received 490 billion dinars for "part" of their share of the budget....not all of their share though....and will be distributed as salaries for various Kurd groups....they also received 135 billion dinars for distribution to peasants of the Kurdish region.
Kurdistan: the oil agreement between Baghdad and Erbil past in the absence of any disagreements about it
According to members of the Kurdish delegation in Baghdad.....the two groups are beyond any failure of talks....they are working on technical issues and have joint committees committed to making good on how they will resolve any existing problems...this sounds like issues that revolve around accountability of what is exported.....the age old problem with metering of oil and who has the responsibility of watching the meter and proving its accuracy.....both parties should be equally involved in this process it is a simple fix....now as to theft of oil.....hang 'em high when they are caught.....let it be known this is a capital offense.
British FM to visit Baghdad soon
Interesting timing that the British Foreign Minister would be coming to Baghdad.....he has an interest in the state of affairs regarding terrorist activities.....he sees the ISIS/DAASH threat as a real issue for Britain I believe and is willing to come to the source of things to weigh in on how the Brits can offer support to the Iraqi government in their fight against terrorism.....good protocol on his part I believe
Jubouri calls to promote decentralization and the provinces want to accelerate the transfer of the powers of some ministries and the abolition of Article 17 of the Budget
While some powers are and have been transferred to the provinces and local governments....much has not and Speaker Jubouri while in Karbala spoke on the subject wishing to see it again be moved forward for the benefit of the provinces as well as for the Central Government.....there needs to be efforts put forth that get this work put back on track to assure the provinces of the sincerity of the Abadi government to make this decentralization happen in an orderly and timely fashion...most do not see the need for the process to take years as has been predicted.
Bank explaining the reasons for the high dollar exchange rates against the dinar
So here we have it....the cause of the rise in the dollar rate against the dinar has been the lack of supply of the dollar in the market with an increase in demand from traders....supply and demand.....it was also pointed out that the Iraqi market has a large infusion of imported products daily that requires the outflow from Iraq of large volumes of hard currency....this becomes difficult under the new budget requirements for 2015 and the rise in the dollar will cause rises in the cost of all imported products as well and a negative impact upon all Iraqis in time.

This is a break point for today's summaries.....hope you've enjoyed them....they did turn a bit exciting....especially that last piece between Abadi and the CBI governor....can't wait to see what more develops from that. Aloha Randy
