Many people are anticipating an RV this week. Anytime in early November would be great news for us all. Some of us are anticipating a change to take place in the early part of December beginning mid - November through mid - December. I am going to lay out some important events and dates to pay attention to in the coming weeks... And, why early mid -November - mid-December looks very promising for the RV.
* The dates suggested are strictly our opinion based on the study of events - fact, human behavior and patterns. For those Kaperoni fans, we had already taken into consideration the investment laws etc.... I would encourage others to know what you believe and why you believe it...
Yesterday I posted a VERY IMPORTANT article pertaining to salaries law being posted in the Gazette.
It appears that the law has just gone into effect. And, retroactive salaries for the year 2011 will be affected. Some people are expecting to see the adjustment this week. Great if it happens... But, under normal circumstances an individual would accumulate hours under the new pay rate and the salary adjustment would be seen in the following pay check.

A logical person would expect to have the New Strategic Framework Agreement signed and for all parties (IRAQ / US) to have begun implementation prior to January 1? It's a little more complicated than turning on a light switch. Past history tends to repeat itself.....

January 1, 2012 New Strategic Framework Agreement Expected to Enter into Force
Previous articles from the CBI have commented about "One day of exchange" being needed in Iraq. We believe the day of exchange will be on or near December 41 pay period. There is a high probability that the salaries and exchange currency will be loaded onto smart cards. This allows the CBI to remove much of the remaining currency off the streets and to establish verification of income electronically for income tax purposes.
The CBI will then be closed for a two day holiday. An RV would take place and the process of adjusting bank accounts would be done electronically.
The Ministers will be unveiled by the Iraqi Defense and Security Summit 2011 on December 7 and 8. And, the new multi-billion dollar budgets will be in hand.
US will be working closely with Iraq as part of the next phase of our involvement ( see below)

The US Commission on Wartime Contracting in Iraq, July 2010, stated that the troop drawdown and ultimate exit from Iraq pose special challenges for the U.S. Department of State.
TheDepartments of Defense and State have listed more than 1,000 tasks and functions that must be addressed in the DoD-to-State transition in Iraq. The State Dept. has 2,700 private security contractors in Iraq and the Bureau of Diplomatic Security is hiring more security specialists, a State Department official testified in June 2010 that the Department will need “between 6,000 and 7,000 security contractors” for the future.
