I have reviewed in some detail the requisite criteria for the restructuring and implementation of the Central government investment accounts under the PFM Public Financial management System as mandated by the MOF and coordinated with the IMF & World Bank. The process is somewhat skewed given that the plan methodology is integrated with the Iraq 2011 Budget which as we all know has fluctuated pro forma income and production projections with the contributory oil pricing variable. With these in mind, one should also bear in mind that the Iraq economic policy has experienced delays in their capital budget primarily due to the political uncertainties as noted in the IMF report (noted below).
The key components of production increases, pricing and large investments in the oil infrastructure have reduced the 2011 budget deficit while allowing for an increase in more transparent government finance activities. This trend toward a surplus position in the following years is realistic and will put government finances on a sustainable footing to help rebuild the government’s financials.
I believe that the revaluation we are looking for is more than clearly defined and outlined in the letter of intent to the IMF: “Iraq: Letter of Intent, Memorandum of Economic and Financial Policies, and Technical Memorandum of Understanding”
1.We have worked with IMF staff to complete the review of exchange laws and regulations and are considering measures to remove the identified exchange restrictions on current international transactions.
2. In this regard, we formed a Bank Reconciliation Unit that comprises technical level staff from the banks, the CBI and the Ministry of Finance, and with the assistance of Ernst and Young (who were the agents of the Ministry of Finance in the external debt restructuring process) to: (i) deal with all legacy external liabilities taking into account the government’s actions in the context of Iraq’s external debt restructuring (ii) indentify and propose to write-off non-performing loans to defunct state-owned enterprises; (iii) propose a course of action for other remaining unreconciled accounts; and (iv) after the balance sheets have been cleaned up, revalue the remaining foreign currency denominated balance sheet items.
3. The CBI will follow the guidelines to diversify currency composition and establish an appropriate duration and credit risk profile, and build capacity for risk analysis.

The imports may have a higher price which is easier to transact for making change, plus the higher foreign price may mean percieved higher quality, that may not really be true at all. Patriot: It’s interesting how history repeats itself, for those of us in the 50’s and 60’s how prejudiced we were about products made in Japan and the American families still had harsh feelings. And like Japan, Iraq needs to change the people’s attitudes by creating better higher quality goods. Like Japan has earned our respect, and helped us get over hurt feelings and prejudices, it takes time. Iraq will have to prove it to themselves and the neighbors, with fairness, goodness and quality.

Huge militant arms cache found in Erbil
Erbil, August 17 (AKnews) – Kurdistan Region’s Protection Agency announced on Wednesday that it has seized a “huge” arms cache in Erbil, the Kurdistan Region’s capital, intended for attacks within the city by armed Islamic group – Ansar al-Islam.
Kurdistan is a relatively safe and stable region as compared to the rest of Iraq. The last major explosion that left casualties took place in 2007.
A statement released by the Protection Agency said: “An anti-terror force in Erbil seized a large weapons cache that belongs to Ansar al-Islam. The source of the arms is Mosul. The terrorist group has smuggled the arms into Erbil over years to pile them up in the cache.
“But after much surveillance, early this week the cache was located and seized,” the statement read.
Last year, a similar weapons cache was seized in Erbil that police said belonged to the same group.

BAGHDAD (Reuters): Iraq has two of the bloodiest days since the painful reminder of the government and U.S. forces were preparing to leave, that the groups of the base could still launch coordinated attacks and test the security forces, the events of widespread destruction.
Has seen more than 12 Iraqi city of suicide attacks and car bombs on Monday that killed about 70 people in a surge of violence ahead of only five months ahead of schedule to complete the withdrawal of U.S. troops.
The coordinated attacks have shattered the calm that reigned in the month of Ramadan, the most deadly since March, when he was killed by gunmen and suicide bombers more than 50 people in an attack on a local government building in Tikrit.

The experts said the breadth of the attacks shows the flexibility of the insurgency, but see that bloody day and one does not mean a return to the pattern of the campaign carried out by gunmen at the height of sectarian fighting in 2006-2007.

In October of last year, gunmen took hostages during a prayer service Sunday in a church in Baghdad. And killed about 52 of the hostages and the police in the incident. Al Qaeda claimed responsibility.
And al-Qaeda militants attacked the headquarters of the local council in Tikrit, in March and took hostages before security forces stormed the building. And killed at least 35 people.
He said U.S. and Iraqi officials that the Iraqi army can contain internal threats. But many Iraqis crossing the privately expressed fears that Iraqi security forces are not ready and that the country could descend again into violence and without the presence of U.S. troops as a buffer on the ground.

Iraq’s Seven-Mth Oil Export Revenue Exceeds $48bn

Iraq earned more than $48 billion in revenue from crude oil exports in the first seven months of this year, Oil Minister Abdul Kareem al-Luaibi [Elaibi] has announced, according to Bloomberg.
The country’s 2011 oil exports will exceed $80 billion and have already “helped the government ease the budget deficit and carry out several projects,” Luaibi said onTuesday in a speech in Baghdad.
Iraq’s oil exports for August currently average 2.2 million barrels per day.
Crude exports had declined to fewer than 2.2 million in July because of technical problems after having reached 2.273 million in June, Falah al-Amri, chairman of the State Oil Marketing Organization (SOMO), said in an interview two weeks ago.
Reuters also reports that the dip in July was due to more crude being used to meet growing local demand for fuel because of hot weather.
“Oil exports are due to rise to 2.5 million barrels per day next year,” Luaibi told reporters after the speech.
Vic: Obviously it’s going to go up above 2.5 Billion with all the contracts just signed, the 41 coming in with accepted bids, and similarly the names of companies listed above, not to mention that the big London Conference on September 7th has nothing to do with oil, or these already completed Oil contracts or the companies already listed, but for new industries and companies not yet committed. It looks like Iraq is really getting ready to crank it up a notch, doesn’t it?
Patriot: Yes, it truly does. The way it’s worded, they have been receiving all this revenue for the first seven months of this year; I thought they were under sanctions, I thought they weren’t allowed to have access to their money? (Patriot ponders aloud…?) Joey found on December 17th, that said the UN said most of the sanctions were lifted, except for a few items on a short list that they still had to do. So I guess that they did get access to their oil sales money in January, huh Joey?
Vic: Either way, we know they got access to their DFI funds on June 30th, so either way, those months were included in that. Remember when I was calculating the oil revenues? And it was pretty much where their reported revenues related accurately for the first seven months.
Joey agrees: They came right out and told us that they were going to allow special access to the oil revenues to engage full services necessary to get out of the remainder of the sanctions, including finding dead bodies, antiquities, forming committees to help survey the grounds of the port of Mubarak. We read articles that they were using that money for the infrastructure of Iraq.
Patriot review for new people: June 20 and June 22 were very important days for Shabibi and the council of Minisiters. Can you recap?
Joey: Talks about having an Executive and Legislative separation like we do. Dr. Shabibi, CBI Governor stood in front of the Council of Ministers along with Prime Minister Maliki on June 20, 2011 and asked permission to RV the currency; On June 22, 2011, he got an approval to move ahead and RV.
Patriot: And that’s important because some are saying there are all sorts of holdups, but according to the documents we’ve seen, and the articles we’re reading, Iraq is in control of this process to follow. Dr. Shabibi wants no mistakes. The Kuwaiti RV in 1994 was wildly fluctuating between .24 cents and $9 dollars or so. This will be a managed float with very little fluctuation allowed, it will have limits. It will be very clean and stabile. Everyone should read the Freedom From Intel document found on our website entitled The Iraq Project! The banking and security issues we read in the news is clearly represented at the end of this report, they are following ‘the plan’.
Joey: And the Letter of Intent from Shabibi to the IMF on March 3rd, he told us that he had to audit the banks, purge old bank accounts, start with a new reconciled balance…and what did he find in that audit review process? He found billions of dollars in Osama Bin Laden accounts, or other known Al Qaeda from intel we found in Pakistan; He also found the activities of the counterfeiters with all the losses of accumulated fake notes piled up everywhere; and 100 Million Dollars in a ‘neighbor’s’ bank account that they could track and go capture retrieval…and these are the examples of the ‘timing and obstacles’ that were recorded in interviews with CBI’s Selah a couple weeks ago. Shabibi is accurate, detailed, meticulous, and he found these things! And he knows better than to RV the currency unleashing the wealth, until he took care of these situations, by force if needed. And this should give us a lot of hope, this is the security part of the banking and economy… they do go hand in hand, toward stability and prosperity.
Patriot: Sometimes we think he’s sitting in the office with his feet on the desk capriciously deciding oh, today seems like a good day to RV. No, he has a process. He has guidelines and parameters to follow which includes catching crooks before the wealth is spread so their sticky fingers are behind bars or somewhere else. It is like we would go after thieves or embezzelers in political and financial positions in our municipality or city government. Money is flat out disappearing; wouldn’t it be big news if your county treasurer was siphoning off cash? We’re seeing photos of prominent Iraqi politicians hanging out with some Al Qaeda homies! Who was it Joey?

Patriot: yea, see, a very important headline type of job and here we have him doing photo ops with known terrorist gang members? There are no delays.
Joey: They were taking money to payoff bribes to get Al Quaeda members out of jail.
Patriot: Nepotism. When you get all the pieces in front of you, they’re just taking care of business, there’s nothing wrong here, they’re not trying to hold out or hurt the world and us in it. They’re smart and methodical people. It’s a tough situation over there, people living in a cemetery and who knows wherever they can squat. The leaders have to be sensitive and deliberate. They’re coming into their own. Historically, it’s good to watch and see this unfold as they slow but sure take back control from years of restriction and war.
Vic: Dr. Shabibi mad a very important statement in the spring, he said, “The CBI saves the money and the GOI spends the money.” A caller came on and gave Shabibi accolades, and Allawi was educated in London, and we talked about the cultural aspect of age of a senior being shown respect; and that the venerable older and wiser ones are leading the way and showing the younger guys about economy and money. The best thing we’ve heard is that the top politicians are taking salary cuts. This demonstrates they all are willing to sacrifice to make this first year or two viable, economically and honestly. Shabibi has shown them that a lot of money has been lost to corruption, and the budget numbers have to add up. The contracts and the budgets have to make sense. The corruption of the Electricity Minister taking bribes is a prime example that Shabibi used to show the remaining leaders of what not to do, what must be stopped. Shabibi’s statement about Saving Money is being held over the leaders and they have to lead the way by example.
Patriot: Just go to bed tonight knowing everything is OK. Shabibi is feeling the pulse of this thing, and crossing off his checklist, I do believe it’s getting shorter or narrower in focus. I know we keep saying but nobody knows for sure. The process is being followed.
