Today's news appears to be all over the map and there is a certain degree of conflicting effort within the media as well....an interesting day none the less.
Fayad reveals lingered in the oil and gas law
The Chairman of the Parliament Energy Affairs says that Speaker Jubouri has sent a letter to the COM requesting they delay sending the oil and gas law to Parliament because of work within the committee formed by the COM still works on amendments to satisfy the political blocs and sending now would be premature of their efforts....he speaks to a "NEW FORMULA" after some additions are made to some paragraphs within the law...
That sounds interesting doesn't it....a "NEW FORMULA." Could this new formula provide the necessary mechanism, the calculation that would identify an international rate change....exposing it prematurely may be seen as cause of confusion and disruption of many things not only in Iraq but throughout the world....my opinion here only Family.
Kurdish lawmaker calls on the Minister of Finance to spend 400 billion dinars accrued to the region
A Kurdish member of the Finance Committee is trying to convince the head of the committee that he has the authority to release funds to the Kurds to pay their employees.....I'm not sure he has had much success with his argument at this point....one Kurd talking to another Kurd here....but obviously someone higher up the food chain is the real holder of the Iraqi purse strings out of Baghdad.
Barzani: The federal government withhold funding for the Kurds and paid for "Daash"
The Kurdish Intelligence Chief is pointing to the obvious....the payments being made to employees in Mosul and in the Anbar province who are not doing any fighting over the Peshmerga who have been battling the DAASH terrorists for months....the question he asks is why.....the Kurds are very obviously being overlooked it seems.
The government decided to wait to work in the contested paragraphs of the budget law
In today's COM meeting the group made the decision to wait on any work of contested paragraphs or articles of the 2015 budget law until a ruling is made from the Federal Supreme Court...this is probably a smart move on their part....why try to redo something that has been handed over to the court for a decision....let the court have its say first.
Parliamentary Finance: The government has developed effective solutions to address the budget deficit
Two different members of the Finance Committee point to what they believe are serious issues for Iraq that pertain to the 25 trillion dinar budget deficit....my question to these two....where were they when there was talks of internal loans of various sorts that could be made to deal with much if not all of the budget....why do they sing sour grapes now.....was the earlier talks not serious....or were they just not listening....oil prices are a definite concern....but oil can also be a big help to the budget....they have their numbers all wrong in that budget oil is at $56 not $60....now if Iraq can get their oil prices up to "$60" then there would be cause for celebration because even that much of a buffer in the budget would likely dissolve the deficit all by itself....there are answers to be found....but not all of the answers are completely within the control of the Iraqi's at this point.
Al-Bayati: the budget law would go and performs all of its paragraphs despite the objections of the government because the situation does not allow for replay
An MP from the State of Law coalition is saying that what the Parliament has passed as the budget law should remain as it is because it is voted upon, agreed upon, and signed by the President....the government cannot now touch what has been written according to this one individual and his opinion just because they see what has come forth as having issues with certain ministries.....but what gives the Parliament the right to create law over areas they have no jurisdiction....that is why at least part of the budget sits within the jurisdiction of the Federal Supreme Court today awaiting a decision from them....it is called over-stepping one's powers....one country might get away with it in a branch of government but that does not mean Parliament gets to ride rough-shod over others without questions being raised.
Abadi Office: The Prime Minister is the economic reform in conjunction with the security operations
PM Abadi to the ER stat....PM Abadi to the Economic Reform stat....he heads up the charge towards Economic Reform for Iraq all the while he is also head bottle washer in charge of the liberating of all Iraqi cities from the clutches of DAASH terrorism....he is one cool cucumber for what he does and how he goes about it....never openly showing panic in public....he has a positive agenda and believes in pushing that openly for all to see, very transparent in his efforts.....and he's taken on a third front that started with his first day in office...that of attacking head on the rampant issues associated with corruption on all levels throughout Iraq....giving much clout to his Integrity Commission that is reminiscent of Eliot Ness days in the US.....they always get their man....and they seem unafraid of who they might go up against....sure there have been and will continue to be issues...most importantly the issues that revolve around the Kurds...but he appears to be handling that in stride as well....at this juncture he sees only success for Iraq.
National Business Council held an economic conference to announce Araca- French in Paris next April
Some of these articles confuse themselves.....an economic conference in Paris in April...this year or next year...you get to pick...Iraq I think will be there this year, not so sure about the reporter though....LOL....Iraq wants and needs investors to find their country and see the plums ripe for picking, especially those areas that are being liberated from the hold that DAASH has had on them since last June....so much destruction is being caused by the terrorists or the liberation efforts themselves that will take a world-wide effort to put all the pieces back together again.
Minister of Construction and discuss with representatives of the Central Bank of activating transport corridors project loan agreement
The Minister of Construction has been in talks with the CBI and the World Bank for an undisclosed amount for a loan regarding the reconstruction of highway 1 that would include roadway work as well as bridge reconstruction.
"Daash" hamper Iraq's accession to the World Trade Organization
Security issues within Iraq that are obviously associated with threats from DAASH terrorists are putting Iraq's efforts to join the WTO on hold for at least the time being.....at the same time Iraqi forces have been making very good progress in ousting terrorists from some areas around Iraq...more work is needed to get things moving again with the WTO.
National Business Council: new mechanisms of the Central Bank of Iraq will create a banking market
The National Business Council within Iraq is seeing a new business niche forming as a result of the new CBI mechanisms that were recently put into play....these surround the efforts that pertain to customs taxes...or business taxes that are levied in accordance with good and products that come into the country....these levies will be established in cooperation with the CBI to try and assure the citizen is not overburdened with the end price of things...meanwhile a banking business will have been created for both public and private banking entities to deal with these tax issues....this also tends to point to some international type of rate versus a program rate that exists today.....something that makes taxation viable.
Shara: the political consensus behind the patient passage of oil and gas law
More on the oil and gas law taking its time to see passage.....agreement that political entities need to be in agreement to push this forward....also looking at this law as a key towards successful movement forward out of the current financial crisis faced by Iraq.
Vice: The government may borrow from the International Monetary Fund and the World Bank to face a sharp drop in oil prices
Some say yes...some say no.....I don't know.....can the Iraqi government borrow from the IMF and the World Bank as they continue to deal with oil prices that keep tanking...one member of the Oil and Gas Commission says they may need to borrow $4.5 billion from the IMF and $2 billion from the WB...not sure where this money would be earmarked for at this time.
Parliament authorizes the government to borrow two billion dollars from the fund cash
As I mentioned early on....conflicting stories abound today.....a member of the Economy and Investment Committee states that Parliament has authorized the borrowing of $2 billion from the IMF and $1.4 billion from the WB to help offset deficit issues in the budget....no action has been taken with either group yet.
Government adviser: the private sector accounts for more than 60 percent of gross domestic product
Dr. Saleh speaking again this time pointing out that the Iraqi GDP has the private sector accounting for more than 60% of what is there.....33% from oil....for years money has been sunk into the oil sector because that is where the easy money was to be made....the remainder of Iraq was left to squander in poverty basically.....only today is that being turned around...and it won't happen overnight.....all the ingredients are at hand, but they can't be molded into something worthwhile overnight...."make it so" just doesn't cut it in an area that has lain in fallow fields for so long.

Dr. Saleh at the plate again here....he continues to state that it is the speculators who have driven up the price of the USD against the IQD thus utilizing the wording and working of Article 50 to their advantage...not the CBI....notice how he closes things out....THE COMING DAYS....will witness a BREAKTHROUGH to the crisis associated with the budget and liquidity in the market....what ONE THING I ask you....could turn things around and be considered a BREAKTHROUGH....what is on your mind....same thing as on mine.....the BEST is yet to come.
Government: banks are obliged to pay the full amount requested by the applicant
No doubt, PM Abadi knew what he was doing in naming Dr. Saleh as his economic advisor....he has a strong background with economics....he has a strong background with the CBI and he fully understands how the two must mesh together to work.....he knows when the CBI needs to step in and provide intervention that makes sure all banks are providing services that are equal to one and all...the banks each have licenses they must operate within.....and the CBI can help to ensure those operations are legal and hold the bank to the rightful accountability for the operations they deal with each day with each customer.
Citizens: The government has no right to impose "taxes" to pay for the wrong fiscal policies
The Iraqi citizens are not happy....especially those around Baghdad who are voicing their anger over the government's budget law of 2015 that is looking to impose taxation upon the citizens for certain products and goods....they claim this becomes a war against the citizens.....but maybe what they fail to see....the overall picture....thinking of Economic Reform.....will the citizens be hurting with what PM Abadi has planned for the currency and how it will change Iraq.
Initiate action to deliver loans within the national strategy for poverty alleviation
The Ministry of Labor and Social Affairs has begun instruments that will offer soft loans towards Iraqi citizens to help in overcoming poverty issues....it sounds like these loans should be used to help Iraqis find new jobs...so they then would have a viable way to make repayment....something that will be done over 8 years.
Coordinating Committee: Choosing strategic priorities of government program
Priorities are a priority....without a doubt that phrase has great meaning behind it....without priority things tend to be squandered and you turn around to discover time and money have disappeared....PM Abadi has seen the infinite wisdom to create a commission that will monitor priorities of things to determine that people's minds stay focused in the right directions...otherwise he runs the risk of seeing his government program go down the tubes....and he is not the type to stand for that kind of failure.....I am sure he keeps a very close finger on the pulse of this commission and their work, as they bring success to Iraq he too is successful and that is important.

With regards to SUCCESS this story is near the top today.....Sunnis taking up arms to fight along side and lock-step with Shiite militias in and around Tikrit.....what a change a matter of months and leadership can make with so many.

One Kurd illustrates how all Iraqi's stand in the trenches today in a common battle against the DAASH terrorists...proving that unity can and does exist.....it is a fact that former regimes and governments within Iraq have built a tremendous wedge between Arabs and Kurds but the current situation and the current governments of the two are working hard to opening a new page that hopefully bring agreement between the two for a change.

The Iraqi Finance Minister has been in talks with the US leader of the International Coalition forces regarding reconstruction of areas that were destroyed by DAASH or the efforts used to rout DAASH from their strongholds....no doubt he remembers the successful US efforts to restore things in the past and wishes to see that same kind of effort coming forth again.

Leave the politics at home....send in the technical geeks and let them iron out the ways to get things done.....this is a technical issue at hand and politicians will only muddy up the water...haven't they proven that enough already.

Not sure why we don't hear more out of the Foreign Minister from Iraq...but here he speaks loudly to all the world....we are in need of a great deal of help....outside help that can put things back together in Iraq that DAASH has destroyed as they worked their way into and across Iraq since last June....please come and help....we will make it worth your while...in reading this article you get the picture that Jaafari has been thumping around the world in a quiet fashion trying to raise the world's understanding of what Iraq needs in a bad way right now.
Launch grades today and attempts to allocate 5% of the campaign graduate degrees
Commission on Higher Education is allocating 5% of graduate degrees with jobs within the government.....the next launching of similar kind will happen in July.....signs of liquidity issues because they aren't offering all graduates a job with open arms....they see things seriously right now and are being judicious in how they dole out government jobs....in this process they are taking on the cream of the cream of the current crop.

I bet they don't do it....wait I read ahead....but some Kurds actually believe they could be ready to walk away as early as May....I don't think so Willis......too much at stake with Baghdad still....I know the payment of salary remains an issue but it isn't all about money.

Talk talk talk....talk is cheap....threats of leaving....just that...threats....the Kurdistan Democratic Party is saying that the Kurd leadership....the ones who count....are not talking of leaving Iraq....they have too much on the table with Baghdad to seriously consider such a move.

Good read...but don't get too excited by this economist's opinion.....watch what the CBI is doing....listen and read what the CBI is saying.....pay attention to PM Abadi and Dr. Saleh....they have their fingers on the pulse of things....they are the ones who will be making the key decisions that we want to see....not some economist working outside the government at this point.

Without a doubt there is great opportunity within Iraq for construction contractors and those who offer up investment monies for construction types of projects that are associated with real estate.....housing units to the tune of 2 million in the next 10 years...that should keep an army of unemployed workers busy for quite sometime.

The Integrity Committee/Commission...have seen it both ways....has no shortage of work....there has been that much identified corruption within Iraq and more being identified every day...the committee has many sub-committees all designed to follow leads of one sort or another....they are having much success in their hunt for those guilty...and there is great optimism that corruption as a norm is drying up all across the country as many are seeing just how serious PM Abadi is at fighting this dangerous parasite

In speaking before the COM today PM Abadi is urging all ministers to bring forth reforms that will foster positive results for all Iraqi citizens...be it security, financial, jobs, or what have you....the ministers are being charged with finding the ways and means to deliver to the Iraqi citizens a new Iraq that will benefit one and all.
Maintenance of roads and bridges in the whole of Iraq will cost more than 28 billion dinars
28 billion dinars for road maintenance.....and bridges....that is not all that much really considering how big and spread out Iraq is....and to what end the terrorists have destroyed things in the recent past....is this enough.
Oil Minister calls for sustainable oil production to save money and fuel for the war
Despite continued lower oil prices around the world and for Iraq....their Oil Minister is calling for a push to sustain the production they are capable of doing today....something to the tune of 3.3 million barrels per day....it is a strong effort and requires everyone from Basra to the Kurdistan pitching in their own respective efforts...it will be the efforts of the oil sector that continue to provide funds to fight the DAASH terrorists at least for the short term.
Central Bank announces new tax system limits the "money laundering" and reduce "corruption"
The CBI is moving forward with its efforts of prepayment of taxes for good coming into Iraq....plus new mechanisms they have implemented will bring an end to money laundering and the sale of the dollar against imports.....their intentions with the process is to create a national information system....a database....and then provide treasury with access to the taxes brought in....they have created an electronic process to calculate taxes and sends that result to the Department of Customs and Taxes....the new system may be seen to have a few bugs but what new system is without them...this new system once it starts to work will provide banks with a new revenue avenue I believe....one they should be ready and willing to accept.
Time to take a breather....and see if there are any cookies left....how are we doing Frank...need to bake another batch.....as for those who come and go to belittle and share our hard efforts....let them go....their true efforts will be revealed all in good time...and yes we Admins know who they are and when they come to watch and grab....they are lacking or they wouldn't feel the need to visit.....just smile at their presence and keep on keeping on.
