We are on a hunt, no not for Red October.....but for Blue April.....the HCL....the final agreement between Erbil and Baghdad....that elusive document that can provide a plethora of good not only to the Kurds but to all of Iraq.....it's in the budget.....
Well show your head then.....allow that budget to be fully displayed for all to see....let the difference be hammered out and hands shaken.....for now is the time to be FRANK and realize that you are capable of providing good things for many people....not just Iraqi citizens....but for the world as a whole.....
You have the key to rejuvenate so many economies.....security is making gains by leaps and bounds, you stand poised to jitterbug right into Mosul and kick some deadbeat butts....ISIS DAASH scumbags.....rout them out....show the world you are not some third or fourth rate player....but instead you are a power to be reckoned with....
You have riches untold and are ready to sing for the benefit of the world.....exhibit great pride in what you can do for your countrymen and for so many others.....let this be the time and let it start with a final agreement on oil and gas....make it so.
Iraqi one generation to overcome the economic crisis?
What we have here are economic experts offering up their opinions on how it could take Iraq a full generation to overcome some of their economic crisis that is faced today.....
I believe what they fail to take into the picture is the resolve of the Iraqi leaders and of the Iraqi people....as well as the willingness of the world to come to the aid of Iraq......the technology that can springboard Iraq further in a matter of weeks and months against what they are accustomed to facing.....
They are slowly opening their eyes and their arms to outside technologies that cause them to grow exponentially in much shorter time frames than they are used to doing......
Sure if things were to stay status quo they might be correct in their suppositions however they now have progressive leadership in place that is willing to rock the boat and provide external help and support to their long standing ways of life...this will be good for them and good for the world....watch them closely.
Zebari: Kurdistan issued 300 barrels and revenue Baghdad have not worth operating budget
Finance Minister Zebari says that money sent to Erbil is not equal to what they were expecting from the budget....but then their exports he claims have only gotten up to 300 barrels per day.....discussions with him have also centered around the issues relating to the displaced citizens and families who now largely reside in the Kurdistan region and other provinces around Iraq as well.....
Something must be done to help these provinces and the Kurd region better meet the needs of these added burdens to their economic footprint.....Zebari points to the need for greater humanitarian aid...more aid than Iraq can currently provide so it must come from the outside.....with regard to the Kurds....Zebari is saying that when the exports of oil get up to the required and agreed upon levels....the budget percentages will be forthcoming....
We shall see....we already know from the Kurds they happen to believe their exports are at or near the agreed upon amounts of 550,000 barrels per day....it is all a difference of opinion on how the daily averages are calculated.
Document: the presidency of the parliament appoint two advisers salary of nine million dinars each
Two advisors to the Speaker of Parliament to receive upwards of 9 million dinars per month in salary.....some of which comes as a base and the remainder in the form of grants.....one might ask....how can this be justified at a time of such great austerity....what do they know that we don't know.....it leaves a sour taste in the mouth of many I would think.
Abadi visit to Kurdistan is an important step to coordinate positions and achieve victory
This trip yesterday by PM Abadi.....was it a rah-rah event.....or was there more to it....perhaps some military strategy involved for the coming days and weeks that might have to do with Mosul.....maybe the shaking of hands with certain tribes of the Nineveh province to assure their cooperation and assistance in the battle for Mosul....this was definitely a militarily driven trip what with the delegation that followed Abadi around.
Eight battalions waiting for the zero hour for the Liberation of Mosul
Eight new battalions are ready and waiting for the order to come down that will see them approved to advance on Mosul....these are battalions that have formerly been training but supposedly are now ready for the fight.
Kurdistan Parliament to sign a draft constitution to be submitted to referendum
After 24 years the Kurds are looking to have their first constitution in place soon.....the various political entities within the region are wanting the constitution to mandate the term of the President....many who are saying that Barzani has filled that position long enough...but no one can agree on this issue at the moment and look for the constitution to be the document to spell out the term limits.....hope they have it fairly well written or this could still be a long drawn out process.
Kurdistan Head of the Presidential Office: Can not restore Mosul without the Kurds because the Peshmerga surrounded on three sides
The Kurds face three challenges today.....DAASH, financial crisis, and the potential third term for President Barzani....right now the most urgent of their business would appear to be the defeat of DAASH and removal of these terrorists from all of the Kurd region...this war is usurping a great deal of money that could otherwise be used to help with the financial crisis....so the sooner the DAASH parts are defeated the sooner things might return to normal.....as for the third term.....toss a coin....Barzani hasn't even fully admitted he would be interested in running again.
Special / Abadi seeks to involve the Peshmerga in the battle to liberate Mosul as an alternative to the popular crowd
PM Abadi's visit to Erbil may have had a number of reasons behind it....but it seems that security was the foremost cause of the meetings with President Barzani.....Abadi wants to know he has the full support of the Peshmerga in retaking Mosul....as they sit now....the Peshmerga is poised on three sides of Mosul and ready to strike.....just awaiting Iraqi Security Forces to catch up from the south.....now that Tikrit has been retaken.....it sounds like Mosul is next in the sights.....just say the word.
Parliamentary Finance Committee is hosting the central bank governor and his senior staff
The governor of the CBI and some of his staff met with the Finance Committee and discussed a number of pertinent topics that included money laundering and how new and revised banking laws can have a positive impact upon such activities....the creation of money transfer companies....banking liquidity issues....they discussed the deletion of the 000's and ways to prevent counterfeiting prior to the implementation of this project.....from the sound of things it appears the governor was defending the 000's deletion project against some naysayers within the Finance Committee....maybe times grow ripe....perhaps within the next 2 weeks....who knows.
Trade acted instead of cash for the material milk .. 14.5 thousand dinars per month
Milk....it makes a body strong.....14,500 dinars per month per child being issued to families who were due these allowances for milk from back in 2014.
A member of the parliamentary finance: Government and community banks involved in money laundering Iraq
Upwards of $4 billion dollars are believed to have been laundered by government officials through a number of Arab banks and the money found its way into Dubai and Oman....so turn this over to the Integrity Commission and allow them to do their work and bring the culprits to justice.
Zebari take part in the annual joint meetings of Arab financial institutions in Kuwait
Zebari and other officials including some from the CBI are involved int eh annual meetings of Arab financial institutions that are taking place this week in Kuwait.....they are involved in a number of side meetings as well.....most of which appear to be investment related as they undoubtedly are drumming up investors to look at Iraq as a place ripe for the picking and as a place where new laws will remove much red tape and corruption that might have been witnessed in the past.
Kurdistan Oil Ministry Hails New Oil & Gas Fund Law
This is MY word of caution here....this is NOT the HCL....this is the Kurd Oil and Gas "Fund" Law.....could it be a precursor to the HCL....maybe....but for now this law provides for a special committee to provide a public accounting of oil revenues for the KRG from all sources...this is a huge attempt on the KRG's part to provide as much transparency in their oil revenue process as possible.....if this effort proves successful for the Kurds it would be good to see some kind of similar effort coming forth from Baghdad as well.

No doubt the recent handshaking and signed agreements between Baghdad and Erbil have been monumental in nature....especially after years of constant battle between the two entities....however it is still cloaked in issues both from a production/export standpoint as well as from a monetary standpoint.....each side is fearful of releasing too much to the other afraid they will be duped out of what is owed to them by the other....the old "who will blink first" story......they are closer today to a final agreement than ever before.....but their hands still seem to avoid each other as though they were magnets from the same pole....constantly pushing away from each other.

The Minister of Water Resources is seeking to involve and promote investors into he arena within Iraq....recognizing that water is a huge part of the makeup of Iraq's economy and can be a monumental gateway into investments.....they need and require effective water management resources for industrial usage as well as for human consumption.
Conscious / smart card rates for more than 500 families displaced northeast of Baquba
Camp Saad will see 500 families receiving smart cards after being approved by the central government....no mention of how much is applied to the cards...but this is a definite plus for these displaced families to finally be approved for such an effort.

PM Abadi proving he is not one to stand and let the grass and weeds grow while others cannot make up their minds regarding appointment decisions....if you can't give me a name.....I will appoint others in place and move on....in doing so he has chosen some names from independent political bodies....proving he does not bow to political bloc pressure.

The Dhi Qar province is looking to Arab and other international banks to help them restart upwards of 60% of stalled projects within the province....citing lack of a budget that is funded as the major problem for their project work.
Cabinet directed the ministries and state institutions to activate investment or collection
COM is pushing the various ministries and state institutions to negotiate with contractors regarding the implementation of projects using a payment on credit process that is not to exceed $2 billion dollars....they seek to enhance employment opportunities, foster more investments and stimulate the economy through these efforts.
Pension Authority Announces direct irrespective of civil pensions for the month of April
If you are on a pension and are a holder of a smart card....get ready to review your payment via that smart card for the month of April.....so says the Ministry of Finance...this process has successfully contributed to the rapid payment getting to the citizens and has reduced crowding in the banks.
Khalati: Insert the oil and gas law in the next session of parliament
One member of the Citizen Bloc is pushing for the inclusion of the oil and gas law in the next session of Parliament.....will it happen....time will tell.....but as he says....no doubt the budget is very much dependent on the HCL and many blocs are in favor of seeing it on the table to be read.
Who are the people who are leading the government with Abadi?
Yes as we have known for some time....PM Abadi is working closely with the governor of the CBI in directing his government as well as a leader from the Dawa Party, and yet a leader from the Supreme Council.....he is surrounding himself with good people it would seem.
Iraqi Zibari..aovernmh committed to repay debts to foreign oil companies
Finance Minister Zebari claims that Iraq is committed to the foreign oil companies operating in Iraq and has allocated $12 billion dollars to them in the budget....meanwhile they seek help from foreign sources to be able to issue government treasury bonds to continue to fund the efforts of these companies....meanwhile he insists that Iraq is not bankrupt and has a number of income producing assets to lean upon.
